The Copperas Cove City Council on Aug. 5 approved Resolution No. 2025‑14 to join the State of Texas in participating in the Purdue opioid settlement and authorized the city manager to execute the settlement participation form.
City Manager Ryan Havela summarized the state’s multiyear efforts to secure settlements with opioid manufacturers, distributors and related entities; staff said Texas has secured approximately $3.3 billion in settlements to date and that the Purdue settlement for the state was noted at about $286 million. Havela explained that local participating entities receive a share of the settlement and that funds must be used for opioid‑related activities — for example, purchasing naloxone (Narcan), training, public‑health initiatives and related response efforts.
Formal action: Council approved Resolution No. 2025‑14 authorizing the city manager to execute the Purdue settlement participation form so the city may receive its allocated share and apply it to eligible opioid response activities.
Next steps: Staff will complete the participation paperwork and, when funds are distributed, report planned uses to council consistent with allowable uses set in the settlement documentation.
