Council awards municipal court renovation contract to Texas Home Pro LLC for about $271,289

The Copperas Cove City Council on Aug. 5 authorized the city manager to execute a construction agreement with Texas Home Pro LLC in the amount of $271,289.35 to complete the renovation of the Municipal Court building.

Park superintendent James Neely told council that plans and earlier phases of work were completed under a services agreement and that the city solicited bids for finishing work on June 27, 2025. Four bids were opened on July 21; one bidder was disqualified for failing to provide a bid bond. Texas Home Pro submitted the low responsive base bid of $181,234.35 and, with add alternates (exterior paint, roof coating, gutter replacement, exterior doors and steps), had a total of roughly $271,289.35. Staff recommended awarding the contract to Texas Home Pro LLC and answering questions about specific line items.

A Texas Home Pro representative explained the company’s pricing on gutter replacement reflected bulk purchasing and an existing local supplier relationship. A councilmember questioned the relative cost of the gutter line item; the representative explained their volume discounts and supplier arrangements as the reason it appeared lower than other bidders.

Formal action: Council authorized the city manager to execute the construction agreement with Texas Home Pro LLC in the amount of $271,289.35. The motion carried on a voice vote.

Background and next steps: Staff said phases 1 and 2 of the renovation are complete and this contract will complete remaining work, including flooring and exterior alternates if the council elects to include them. Staff will prepare the construction agreement for signature and manage project oversight.
