Council authorizes property acquisitions for Brown Road improvements; no homes affected

The Wilsonville City Council adopted Resolution No. 3205 on second reading on Aug. 4, authorizing acquisition of property interests needed to construct the Brown Road Improvements Project (CIP 4216). The project will provide urban upgrades along Brown Road — a collector serving the Villebois area — including a shared-use path, protected bike lanes, continuous sidewalks, enhanced pedestrian crossings, stormwater treatment and overhead utility undergrounding. The motion to adopt the resolution was made by Council President Berry, seconded and passed unanimously, 4-0.
Project scope and impacts: Staff said design work began in 2024 and continues through 2026, with construction anticipated in 2026. The project has proceeded through 30% and 60% design and staff reported they are finalizing 90% design based on city comments. The project team’s outreach included two open houses and online input through the city’s engagement platform.
Acquisitions are limited to frontage areas and landscaped or parking areas; staff said no homes or buildings will be impacted. The property actions include two right-of-way dedications, one sidewalk easement and about 20 temporary construction easements ranging from roughly 100 square feet to about 3,400 square feet. Staff committed to restoring temporary easement areas to current or better condition and noted higher-resolution maps are included in the council packet.
Why it matters: Brown Road connects northwest Wilsonville (Villebois area) to Wilsonville Road and represents the final transportation upgrade funded through the Westside Urban Renewal District intended to support Villebois development. The project aims to improve pedestrian and bicycle safety and include stormwater and utility infrastructure upgrades.
Next steps: With the acquisitions authorized, staff said design will be finalized and the city will proceed toward construction in 2026. The city’s capital projects engineering manager and the project engineer indicated they will continue property owner outreach during right-of-way acquisition and construction preparation.
