CED director previews new programs, records staffing updates and flags Project Cascade warehouse proposal

Amy (Community & Economic Development director) presented the department—s second-quarter report covering April through June, highlighting staffing, software and major development projects.
Amy said the department made a permit-tech hire offer and is preparing to launch CivicPlus permitting software on Sept. 2 after additional staff training. She described ongoing records-digitization work: a paper-to-digital grant closed June 15 and the city retained a part-time scanning position through year end to process an estimated 165 boxes of permit records; staff said the goal is to have building permits digitized by year end.
Amy also said she is working with Paul and Jonathan to develop a more proactive code-enforcement program and to strengthen relationships with homeowners— associations. She listed several ongoing contracts and projects: completion of an OTEC contract, closure of Capture Energy work at Smoky Point Park Phase 2, an ongoing Island Crossing subarea-plan contract through October and the paper-to-digital grant completion.
Council asked about Project Cascade, a proposed 652,000-square-foot distribution warehouse on a site southwest of 50 Ninth and 170th (North Point). Amy said the project is a proposed distribution warehouse similar in type to large regional distribution facilities; staff noted the site is within the North Point area and that the developer had consolidated two lots into one large site.
Clarifying details: Project Cascade was described as a proposed distribution/warehouse building of approximately 652,000 square feet within the North Point area; staff said the parcel had previously been divided and the developer is now proposing a single larger building. Amy asked council for feedback on the quarterly report format and offered to adjust content as requested.
Next steps: staff will proceed with permit processing, code-enforcement program development and CivicPlus training; Project Cascade will proceed through standard permitting and site-plan review processes as applicant materials are submitted.
