Finance committee discusses police promotions, 3% pay increase and library funding request

The city's finance committee met July 23 and July 30 and reported to the council Aug. 4 on proposed personnel and library funding items that will inform the fiscal 2025-26 budget. Committee chair Edward Burks reported Treasurer Steve Anderson presented an overview of the general fund and the water and sewer fund; committee members discussed promoting police personnel to fill sergeant, lieutenant and captain positions and reviewed a proposed 3% cost-of-living increase for city employees. On July 30 the committee heard a presentation from Vanessa Kane, representing MacIver's Grant Public Library, joined by Steve Guttery and Phyllis Bowers. Kane asked the committee to increase the library's maintenance-of-effort by $12,600, add $4,200 annually for the next two years, and approve a $20,000 one-time gift in the 2025-26 budget. Burks told the council the finance committee will meet again Thursday, Aug. 7, at 2 p.m. to continue budget work. At the council meeting the body voted to accept the finance committee minutes; the motion was moved by Alderman Baltimore and seconded by Alderman Harrison and recorded as passed on voice vote. No formal council adoption of the police pay changes or library appropriation was recorded at the Aug. 4 meeting; the items were presented as committee recommendations and remain subject to the committee's further review and the council's budget adoption process.
