Committee hears update on teacher contract talks; hiring‑freeze decisions may change before school starts

The School Committee’s negotiation subcommittee reported Aug. 5 that talks with the teachers’ union (Unit A/B) remain active and that article 8 (working conditions) has been a major focus. Committee members said they are optimistic but did not expect a full agreement by the first day of school.
The committee discussed a hiring freeze the district had put in place earlier this summer for several positions — including an elementary librarian and clerical positions and a posted high‑school physics position — as a fiscal measure while contract talks continue. Superintendent Erin said the freeze created room in the budget to continue bargaining and that if the committee chooses to restore positions, priority will be given to roles with the most immediate operational need.
Negotiators asked both sides to revisit outstanding proposals and determine whether items previously important still belong on the table, since bargaining began in January and district circumstances have changed. Committee members said they will reconvene the subcommittee this week and next and update the full committee at the Aug. 19 meeting. The meeting then moved to an executive session under chapter 30A, section 21(a)(3) "to discuss strategy related to collective bargaining as an open meeting may have a detrimental effect on the legal position of the school committee," and the committee voted to enter executive session by roll call.
