Cabarrus County managers asked the board to approve a resolution authorizing participation in South Carolina's debt‑setoff program to pursue delinquent tax collections for taxpayers with potential South Carolina refunds or winnings.
A county tax office representative said the program is similar to an existing North Carolina tool: the county submits delinquent accounts to South Carolina, and if the taxpayer is owed money by that state (for example a tax refund or lottery winnings), South Carolina can apply those funds to Cabarrus County's delinquent taxes. Staff said the minimum claim threshold is low (stated as $25) and there is no program fee beyond staff time to prepare and submit submissions.
Staff explained the process includes notice to the taxpayer and an opportunity to request a hearing to contest the delinquent tax claim. The county also said the program can be used by EMS to pursue ambulance fee collections. Commissioners moved the resolution to the consent agenda for the regular meeting.
