The Tippecanoe County Drainage Board granted conditional approval for Millbrook Section 1, a 115‑acre residential subdivision comprising about 284 single‑family and townhome lots, after county staff recommended action per an August 1 review memo.
Nigel Hensley, representing Kimberly Horn, presented the project and described multiple drainage directions across the site, noting ponds placed to address both stormwater quantity and quality. Hensley said the project drains northwest, northeast and southwest into multiple regulated drains and the Salisbury County Road right of way. “The project is approximately 115 acres, consists of, 284 lots, single family, and townhome, combination,” Hensley said.
County staff highlighted that portions of the development lie within the Simeon Jaeger watershed and Bose regulated drain impact area and recommended conditional approval consistent with the August 1 Christopher Burke review memo. Staff asked the applicant to ensure petitions to vacate regulated drains include a branch at the very north end of the site that may have been omitted from the initial submittal.
A board member moved to grant conditional approval per the Burke memo; the motion was seconded and the board approved the recommendation by voice vote. Public comment was not offered before the vote.
Discussion only: presenters, staff and the consultant discussed drainage patterns, ponds sited to comply with release rates in the Simeon Jaeger watershed, and the need to file petitions to vacate regulated drains for portions of the site. Direction/assignment: staff asked the applicant to include the northern branch in any petition to vacate regulated drains. Formal action: conditional approval granted per August 1 memo, subject to surveyor sign‑off and any conditions in the memorandum.
