Senior services audit clean, but meal deliveries dip; county tracks voucher use and upcoming construction

Laura Toth, director of Senior Adult Services, told the Medina County Board of Commissioners that the department received no corrective actions from a recent Western Reserve Area Agency on Aging audit and provided midyear program statistics and upcoming projects.
Toth said the agency’s largest grantor provides about $600,000 annually and the audit produced no corrective actions. She reported 7,940 total transit trips year-to-date and 21,494 home-delivered meals so far in 2025, with 4,204 congregate meals served. She also said home-delivered meal counts have dipped in 2025 compared with 2024: "Over the last 3 months, meals delivered have gone down quite a bit," she said, and staff will monitor the trend.
Toth said transit costs were on track with $97,825 spent through six months against an expected annual baseline near $200,000; she noted a new billing system for transit introduced in June could cause a small adjustment in June’s billing. On the farmers market voucher program, she said 387 people signed up and the county has issued $19,350 in benefits; $3,892 has been redeemed so far (about 25 percent redeemed) and unused vouchers remain valid through Nov. 30. Toth said delivery issues such as mailed cards could partly explain the redemption rate and that staff plan outreach to increase use.
On facilities, Toth said two projects will start next month: a craft-room upgrade funded by the senior adult foundation (about $36,000) and the larger Medina Center bathroom upgrade (the restroom project the commissioners awarded to Crown Commercial Construction). Toth said county maintenance will begin demolition for the craft-room work the week of Aug. 18 and that meetings with the restroom contractor will begin the following week.
Toth also noted department events: two remaining patio picnics in August and a 90-and-over party scheduled for Sept. 12 at the Eagles due to temporary restroom construction at the Medina Center.
Implementation notes: Toth said staff will continue to track meal and transit trends and will work with IT and the state on farmers market voucher reporting details. She said the department will provide contractor timelines once meetings conclude.
