Commission approves rezoning for proposed affordable multifamily at North Kansas and Rio

The Topeka Planning Commission voted to recommend approval of a rezoning for property at North Kansas Avenue and Rio Street to enable an approximately 190-unit affordable multifamily housing project, presenters said.
City staff described the site as just under 12 acres that is currently used for agriculture and one manufactured home. The future land use map had identified the site for large commercial development, but staff recommended approval of the rezoning because the proposed multifamily zoning fits the city's identified housing needs and the market study. The parcel lies near Soldier Creek and adjacent to a levee, with a mix of nearby mobile home parks, single-family homes and light industrial uses.
Kurt Peterson, representing Marion Development Group, said the firm has national experience delivering quality affordable housing and that the current item is strictly a zoning action; detailed site plans and access would be handled through subsequent submittals.
No public speakers opposed the rezoning at the hearing; one resident asked where Marion Development Group is located and was told the developer is based in Kentucky. Commissioner discussion was brief and a motion to recommend approval passed on a roll call vote.
Because this action is a rezoning, future development proposals will require neighborhood outreach and the standard site-plan reviews before building permits are issued.
