Capital Improvement Board reports $1.37 million gaming distribution, about $880,000 unallocated

Commissioner Moore, speaking to the Capital Improvement Board, said the city received a third-quarter gaming distribution of $1,370,000 and that, after accounting for accounts receivable and allocations already made, the board had about $880,000 in unallocated funds.

Moore said the board had 10 funding requests on the agenda that evening totaling “a little over $1,060,000” and clarified that one item on the agenda (the Erie Lackawanna Trail resurfacing) included a total contract in the neighborhood of $900,000 but that the Capital Improvement Board’s portion was substantially smaller. “CIB’s portion is only $253,907.98,” Moore said, adding that the full project cost would not be charged entirely to the board’s balance.

Moore told members the gaming receipts have been “sporadic” and that quarterly distributions have fluctuated. She said the board had seen $1.89 million in a prior quarter and $1.24 million in another, and that she uses a conservative baseline when projecting future gaming revenue. Moore and other members noted upcoming casino events that they hoped would increase future receipts.

Board members did not take formal action on the report; the item was informational and followed by routine votes on the evening’s funding requests.

The board’s discussion also referenced an earlier forecast of roughly $8.6 million in anticipated gaming draws when the board was first formed; Moore said actual quarterly distributions have been well below that forecast.

No members of the public addressed the board during the meeting.

The board’s next scheduled meeting is August 18, 2025.
