Council approves contract authority for Benton Engineering to develop Kirksville water treatment facility plan

The Kirksville City Council on Aug. 4 approved an ordinance authorizing the city manager to execute an agreement with Benton Engineering (Benton Associates) to develop an operations, maintenance and replacement (OMR) facility plan for the city’s water treatment plant.
Public Works Director Adam Dorril told the council the previous major facility plan dated from 2003–04 and that the new OMR plan will evaluate existing equipment, lake sources, distribution, and plant operations with an eye toward improved efficiency, staffing and scheduling. Dorril said staff solicited qualifications, received four submittals, and a staff committee selected Benton Engineering as the most qualified firm.
Dorril noted that Benton has a larger number of licensed water operators on staff, which the selection committee viewed as an advantage. Representatives from Benton — Jamie Hedden, president of Benton Associates, and Josh Stewart, Kirksville office manager — were present at the meeting.
The ordinance passed on first and second reading at the meeting. The approval authorizes the manager to execute the engineering services agreement; specific design recommendations, budgets, and subsequent procurement steps will be returned to the council for approval as the plan progresses.
