Council adopts ordinance to accept state grant for Kirksville Regional Airport runway remarking

The Kirksville City Council on Aug. 4 approved an ordinance authorizing the city manager to execute a state block grant agreement with the Missouri Highway and Transportation Commission to fund a runway remarking project at Kirksville Regional Airport.
City Manager Mary Maycomber told the council staff had previously approved a resolution for the same project in May and that the ordinance was requested by the grant administrator to complete the project paperwork. The ordinance references Project No. 25-028A-1 and CFDA number 20.106 as part of the Airport Improvement Program.
Jeff Lafountain, airport director, earlier reported that long-time airport foreman Ed Turner is retiring Aug. 8 after nearly 17 years of service; Lafountain praised Turner’s public-facing role while discussing airport business. The runway remarking ordinance was approved on first and then second reading at the meeting.
No change orders, construction contracts or funding disbursements were executed at the meeting; the ordinance authorizes the city manager to execute the state block grant agreement so the airport remarking work can proceed under the state's grant administration process.
