City to lease 9 Osgood and continue county use of 10 South Chicago; motor maintenance to relocate to 9 Osgood

City staff told the council on Aug. 4 that lease agreements would keep Will County Special Courts in 10 South Chicago Street and add 9 Osgood Street to city use, providing space for the municipal motor maintenance division.
Dustin, a city staff member, said the city “owns and will continue to own 10 South Chicago Street,” which Will County Special Courts currently uses. He said Will County is willing to enter a lease agreement that will allow the county to continue occupying that building. On 9 Osgood Street (commonly referred to as the PACE facility), staff said the city will assume responsibility for mechanical, electrical and plumbing systems and repurpose part of the roughly 60,000‑square‑foot concrete building for motor maintenance work.
Dustin said motor maintenance has been working out of a third‑generation Chevrolet dealership and that relocating some operations to 9 Osgood will allow the city to “do our own Ford warranty work,” which the speaker said will yield reimbursements from Ford if the city performs warranty repairs.
Why it matters: Staff said the arrangement provides city maintenance capacity the municipality otherwise would have to build; staff noted the building would be costly to replace and said the move has been budgeted in the 2025 budget.
On the agenda: Council memo 4 37 25 authorizes the city manager to execute lease agreements for 10 South Chicago Street and 9 Osgood Street. The pre‑council remarks did not show a final vote.
