On Oct. 5 the Joliet City Council adopted several land‑use and downtown development items: - Ordinances approving the final plat and recording plat for Cadence Crossings Unit 1 (FP‑2‑25 and RP‑6‑25) were adopted after brief remarks thanking local developer Rocky for his perseverance in completing the project. - An ordinance approving the preliminary planned unit development for Luna Estates (PUD‑4‑25) was adopted; council members encouraged more housing in District 5. - A resolution approved a license agreement between the city and 311 Ottawa Building LLC allowing use of a city‑owned parking facility. Council members said developer John Bay had already invested in cleanup, blacktop, landscaping and lighting improvements to the site and that the agreement supports downtown activation. Each item passed by recorded roll‑call votes. Council members praised private investment and community contributions tied to the projects; no amendments or conditions to the adopted items were recorded at the Oct. 5 meeting.
