The City Council approved a preliminary plan and plat for the Stagg Westlake industrial development at 14050 Marshall Drive after a staff presentation and no substantive debate.
The project, presented by Stephanie of the development department, is a two‑phase industrial development on two parcels that will retain an existing approximately 270,000‑square‑foot Westlake building, remove a roughly 10,000‑square‑foot office building currently occupied by EnviroServe, and add a new 186,000‑square‑foot speculative industrial building in phase 1 and a matching 186,000‑square‑foot building in phase 2. Stephanie said the site is zoned BP‑2 and that the proposed use aligns with the comprehensive plan’s business park future land use, so no rezoning is required.
The preliminary plan shows parking surrounding the new buildings, loading‑dock areas at the north (rear) side of the buildings, and minor reconfiguration of access points off Marshall Drive. Staff requested the applicant shift certain curb cuts slightly west to align with existing drives on adjacent sites to reduce conflicting turning movements. The preliminary landscape plan indicates compliance with the city’s landscaping requirements at this stage, and the preliminary plat will split the site into two lots with adjusted lot lines and standard access and utility easements. Stephanie said additional design details will be required at the final plan stage.
There was little discussion at the meeting; an applicant representative indicated support but did not provide further comments, and council members offered no substantive questions. A motion to approve the preliminary plan and plat was made by Mark, seconded by Melanie, and passed on a voice vote with all in favor.
The approval is for the preliminary plan and plat only; staff and the planning commission will review and require additional design details during the final plan process before building permits or site work proceed.
