MIDDLETOWN, Ohio — City Council on Aug. 5 approved a $116,500 contract with Oaks Turf Athletic Field Management to renovate the ballfields at Goldman Park after the park board recommended the low bid.
Parks staff said the ballfields have developed significant unevenness that affects playability and safety. The proposed work includes leveling and new turfing to restore safe, playable surfaces. The city solicited quotes and received four proposals that ranged from $116,500 to $350,920; Oaks Turf submitted the lowest and recommended quote.
Council discussed the project timeline and the rationale for emergency legislation, saying the work must be completed before winter so seed and turf can establish. Councilmember Lawley asked about frequency of future levelling work; staff expects the renovation to be long‑lasting and said Goldman fields have not been extensively regraded before.
Council approved the contract, with funding from the general capital fund reserve and the park improvement funding previously set aside by council. The project is expected to finish before winter 2025, enabling use in future seasons.
