The New Carlisle City Council on July 21 approved ordinances submitting proposed amendments to Articles 9 and 10 of the city charter to the November ballot. The charter changes were recommended by the Charter Review Commission and concern municipal elections and the processes for initiative, referendum and recall. Council members said the Charter Review Commission is staggering proposed charter changes so voters are not faced with multiple complex items at once. The item approved at the July 21 meeting follows an earlier council approval that submitted a separate amendment related to city-manager powers. Councilmembers discussed the clarity of ballot language and noted a prior ballot appearance had been difficult for voters to parse; they said the Board of Elections posts the full amendment language at polling locations but that the city should work to communicate the changes clearly to voters ahead of the election.
