Supervisors withdraw county from several regional groups, end Upper San Pedro Partnership agreement

The Cochise County Board of Supervisors on Aug. 5 approved several membership and intergovernmental changes, voting 3-0 to withdraw the county from the Association of Defense Communities and from the Coalition of Arizona and New Mexico Counties and to terminate the IGA with the city of Sierra Vista that authorized county participation in the Upper San Pedro Partnership.
"I move we approve the withdrawal of Cochise County Board of Supervisors from the Association of Defense Communities (ADC)," one supervisor said; the motion passed unanimously. The board then approved withdrawal from the regional coalition and a motion to terminate the IGA with Sierra Vista and end county membership in the Upper San Pedro Partnership effective Aug. 5, 2025.
A public commenter raised the question of whether terminating the USPP IGA affects membership in the Cochise Conservation and Recharge Network (CCRN). Trisha Jeradette asked whether CCRN membership requires participation in the USPP and suggested staff check the two agreements for linkages.
Separately, the board approved renewal and revision of committee appointments and authorized payment of associated dues for fiscal year 2025-26. The motion to renew committee appointments and continue memberships was adopted 3-0.
Ending: County staff did not identify budgetary impacts in the meeting; the board directed staff to effect the terminations and continue with the approved committee roster for the coming fiscal year.
