Board sets Aug. 19 hearing on capital improvement plan bonds and approves two right‑of‑way acquisition resolutions

Candace Sonic, the county finance director, asked the board to schedule the public hearing and to authorize publishing the required notice “in accordance with Minnesota statute section 373.4,” saying the county intends to issue CIP bonds to finance construction of a public works facility outlined in the CIP. The board approved the Aug. 19 hearing and authorized staff to publish statutory notice.
The board also approved right‑of‑way acquisition resolutions for County State Aid Highway (CSAH) 5 (reconstruction scheduled for 2026, Riverfront Drive to Cleveland Avenue) and for CSAH 69 (CSAH 69 between west and east intersections with U.S. Highway 169 in South Bend Township). Each resolution passed by unanimous voice vote.
In the public works report, staff described multiple ongoing highway and bridge projects, including bridge replacements, paving and signal work on CSAH 82 (Victory Drive), Culvert and box culvert replacements, grading and reclamation on several county roads, and progress toward submitting plans to MnDOT state aid for the CSAH 5 reconstruction. Staff said the CSAH 82 project remains on track for an Aug. 22 completion date.
