Budget staff told the court the proposal is intended to put $2,000,000 directly into rental and utility assistance for residents, with an additional $300,000 to cover administrative costs for the chosen contractor. The court approved a timeline that would start issuing a request for proposals this fall and phase reductions in county staff over several months.
The budget office framed the change as a way to increase the amount of aid delivered to residents. “Historically, we budgeted $2 million for these services and repeatedly the department left roughly $994,000 unspent,” Budget Director (identified in the meeting as Helen) told commissioners during the Aug. 5 presentation. She said the outside provider model is intended to get a higher percentage of budgeted dollars into the community rather than remaining unspent in county accounts.
