Board awards Daily Mill bridge design, approves SR‑81 and local road design changes and budget reallocations

Commissioners approved a design contract for the Daily Mill Road bridge, supplemental agreements and budget reallocations for State Route 81 and local road projects, and a switch from rural to urban design on Ellis Town that will add curb and gutter.
On Aug. 5 the Henry County Board of Commissioners approved several transportation design and funding items, including a contract award to design the replacement of the Daily Mill Road bridge over Walnut Creek and multiple supplemental agreements and budget amendments for State Route 81 and local roads.
Purchasing staff said Atlas Consultant ranked highest on RFQ 25‑74 and provided a cost proposal of $818,000 for design services for the bridge replacement on Daily Mill Road; the board approved the award. Staff said the replacement will widen the structure, add shoulders and accommodate future sidewalks.
The board also approved a budget amendment reallocating remaining SPLOST 3 district project funds toward active resurfacing projects in other districts so that the county can close the SPLOST 3 program more quickly.
For State Route 81 widening, staff presented a supplemental agreement with Moffatt & Nichol for additional design work related to a box‑culvert analysis; staff said the existing culvert does not meet required bank width and will be designed as a double 6x8 structure. Staff said right‑of‑way acquisition is in progress and GDOT certification is expected by the end of the month, with GDOT scheduling the project for January 2026.
Crow Engineering submitted a supplemental agreement for the Ellis Town project to redesign the road from a rural typical section to an urban typical section because of a 24‑inch Henry County Water Authority transmission line in the alignment. The supplemental agreement for additional scope was $163,890 and the board approved a $125,000 budget amendment to cover the supplemental agreement and related costs; an urban typical section will add curb, gutter and closed drainage.
Staff also presented a supplemental agreement for additional design coordination on the Airline Road extension; the supplemental agreement cost was $28,500 and a $75,000 transfer from State Route 81 phase 2 funds was approved to pay for it. Each transportation resolution was approved by voice vote.
Why this matters: The design awards and supplemental agreements advance construction readiness for multiple county roads and bridges and allocate existing SPLOST funds to active projects.
