Board approves consolidated CDBG and HOME plan; county to submit application to HUD

On Aug. 5 the Board of Commissioners approved Henry County’s consolidated plan and annual action plan for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funds and authorized staff to submit the application to the U.S. Department of Housing and Urban Development.
County staff said the plan describes housing, homeless and community development needs and the strategies the county will use to allocate HUD funds. The presentation stated the county anticipates approximately $1,175,000 in CDBG funds and just over $450,000 in HOME funds for FY 2025. Staff said public needs assessments were conducted in March, and the public comment period has closed with no additional comments received outside the July board hearing.
County staff said the application would be submitted on or about Aug. 12, 2025. The board moved to approve the plan and the motion carried.
Why this matters: CDBG funds may be used for public facilities and infrastructure improvements, housing rehabilitation and public services; HOME funds support housing development through administration and CHDOs (Community Housing Development Organizations).
No additional public comments were recorded at the Aug. 5 meeting.
