Council extends Kwik Trip purchase contract 90 days while awaiting IDOT review

Crest Hill — The Cresthill City Council on Aug. 4 approved a second amendment to the contract for sale of the former City Hall property at 1610 Plainfield Road to Kwik Trip Corporation, extending the contract by 90 days while the Illinois Department of Transportation reviews the traffic materials. Dan Ritter summarized the amendment, saying it extends the contract originally signed July 15, 2024. Charlie Tarwater, a representative identified on the record as Charlie Tarwater of Hunter Corporation, explained the amendment seeks an additional 90 days because the Illinois Department of Transportation (IDOT) had not completed its review of the traffic impact study and related application materials. Tarwater said the city, the buyer’s traffic engineer and the city engineer had followed up with IDOT weekly; the amendment mirrors the prior amendment and includes a $10,000 nonrefundable payment for the 90‑day extension. Tarwater told the council he had received an email from a contact at IDOT on the day of the meeting but that IDOT had not yet completed a substantive review. Council members asked clarifying questions but took no amendments to the contract text during the meeting. The council approved the amendment by roll call (recorded as Resolution 1336). Action: Council approved a second amendment to the purchase contract to extend the timeline for IDOT review; amendment includes a $10,000 nonrefundable payment and extends the contractual period 90 days.
