Privatized child support contractor reports increased collections; commissioners proclaim August Child Support Awareness Month

Young Williams operations manager Tammy Pearson and local staff provided the Craven County Board of Commissioners with an overview of the privatized child support office’s performance on Aug. 4. Commissioners then adopted a proclamation declaring August 2025 Child Support Awareness Month.
Pearson said the Young Williams network oversees 58 offices across eight states and that the Craven County office has a dedicated contact center and specialized staff. For state fiscal year 2025 the office established that 91.29% of cases were under order and reported total collections for Craven County of $7,700,000, an increase of $302,829 from the prior year. She added paternity establishment and cases under order were at 91.29% and noted caseload declines since 2020 that the office expects to reverse as referrals resume on July 1.
Pearson explained how the state measures incentive metrics, and clarified the arrears and current-support measures — telling commissioners the state’s arrears metric counts whether a case received any payment during the fiscal year rather than measuring total dollars owed. She said the county’s measure of current support improved to about 68.02% from 67.26% the prior year.
The board adopted a proclamation that cited $7.7 million in child support collected and 3,271 child support orders in place in the county, and urged support for establishing and enforcing child support orders. Commissioners presented the proclamation during the meeting and recorded a unanimous vote to adopt it.
Community services: Young Williams staff described community outreach such as back-to-school “boot bag” drives, partnerships with Department of Social Services and reentry programs, and a community liaison who coordinates with local agencies. The presenters said they can pull more detailed local statistics on request, including numbers of children who did not receive payments during the fiscal year.
