Haley Road convenience center remains offline as county explores compactor, grant and redesign options

Bishop Wagner, Rutherford County's Solid Waste Director, told the Public Works and Planning Committee that the Haley Road convenience center remains closed to material deliveries because the site's compactor is not operational and three-phase power has not been installed. The building itself has utilities, Wagner said, but without a functioning compactor the site cannot support full operations.
Wagner said the county's engineers at Montrose Environmental evaluated options to relocate compactors underneath a TVA transmission line and reported that TVA would not allow moving the compactor into the transmission corridor. "TVA is not gonna budge," Wagner said. He said the engineers are drafting an alternate proposal that would reroute traffic and use both sides of the current compactor envelope; Wagner expects to provide that draft to the mayor's office and bring recommendations to the commission.
The director said the county previously used rotor-phase technology to operate the compactor but experienced repeated failures and concluded three-phase power was required; that in turn prompted reconsideration of site layout and a decision to seek additional compactors and paving. Wagner said the county has applied for a grant (more than $1 million) to help fund the upgrades and should learn whether it received the award by December.
County officials discussed possible temporary uses of Haley Road (electronics, oil and other materials collection) if the county opens the center short-term, but Wagner warned that opening and then closing the site for retrofits would confuse the public. He said county staff prefers to create a durable fifty-year solution rather than a temporary patch.
Until Haley Road reopens, Wagner said convenience centers such as Leanna, G Street and Rockville will continue to accept materials and staff may use those sites to handle services historically provided at Haley Road.
No vote or formal decision was taken; staff will provide the Montrose Environmental proposal and follow up with the committee.
