Commissioners approve multiple capital and facility budget rollovers including courthouse HVAC and Havelock clinic expansion

Craven County commissioners on Aug. 4 approved a set of budget amendments and project ordinance amendments to continue several capital projects, including courthouse HVAC replacement, senior center restoration, expansion of the Havelock Health Clinic and design work for the Government Center East project.
County staff told the board Phase 4 of the courthouse and Emergency Operations Center recovery project will replace most HVAC equipment in the old courthouse; the board approved a project amendment and a $150,000 budget increase, bringing phase 4’s budget to $856,283. Staff said two courtroom units will be retained for future work and used as parts spares.
On the senior center, commissioners approved a rollover of $437,690 to carry unspent fiscal-year funds forward so remaining work — including ADA wheelchair-lift installation, exterior repairs, and final move-in — can be completed. County staff said the project is on schedule and is expected to finish before the temporary lease at Hancock Street expires.
The board approved a $139,620 rollover for the Havelock Health Clinic expansion. Work to connect and renovate units 506 and 508 is ongoing, and staff said Unit 506 is complete and Unit 508 is expected to finish by Aug. 15. County staff and the manager said the U.S. Department of Veterans Affairs has been reviewing the space and “are making arrangements” but did not provide a final move-in date; staff said the space will be ready for them the week of Aug. 18.
Commissioners also approved a $650,000 rollover to continue design work on the Government Center East project, a proposed 9,000-square-foot facility intended to replace a building that will be demolished for a road widening and to provide a consistent voting location option in Havelock. The board reallocated a $496,552 Parks and Recreation Trust Fund grant to fiscal year 2026 to continue construction of the Craven County Nature Park; phase 1 grading and parking lot work is expected to complete in November 2025 and the park is scheduled to open in mid-2026.
Discussion and context: staff said the courthouse HVAC units date from 2001 and are past life expectancy; the project follows earlier phases of courthouse recovery work. On the Havelock clinic, commissioners asked about VA timelines; staff said the clinic will be “ready for them on the August 18, basically.”
Formal action: the board voted by roll call on each amendment; votes were recorded as unanimous.
