Seattle council raises ceiling on interfund loan to stabilize Workday payroll system

The Seattle City Council on Aug. 5 unanimously passed council bill 121033 to amend ordinance 127131 and increase the ceiling on an existing interfund loan to finance continued stabilization of the city’s new Workday human capital management system.
Council member Strauss explained the measure in committee, saying the interfund loan had been fully appropriated and spent down and that the legislation replenishes and raises the ceiling so departments can complete stabilization work. Strauss said the funding supports efforts to stabilize biweekly payroll, address department-level nuances and provide additional training and support to HR and payroll staff following the first comprehensive backend payroll update in more than 30 years.
Council members acknowledged continuing challenges in some departments during the rollout and expressed support for completing the stabilization work. The bill passed unanimously and the chair signed the ordinance on the council floor.
The meeting record did not specify the dollar amount by which the loan ceiling is increased or a detailed timeline for remaining stabilization tasks; the council summary said Office of City Finance requested the adjustment to finish Workday stabilization.
