Copperas Cove opts into Purdue opioid settlement participation form to receive funds for response

The Copperas Cove City Council on Aug. 5 approved Resolution No. 2025‑14 authorizing the city manager to sign the Purdue settlement participation form and join the state‑level opioid settlements coordinated by the Texas attorney general’s office.
City Manager Ryan Havela told council that since 2021 the state has secured multiple opioid-related settlements with manufacturers, distributors and marketers; the Purdue settlement represents a major component of that effort and the Texas share for this settlement is substantial. Participating local entities may receive an allocation that must be used for opioid‑related responses, such as overdose-reversal medication (Naloxone/Narcan), training for public‑safety personnel and prevention programs.
Havela said the city has participated in prior opioid settlements and that staff recommends participation in the Purdue settlement by executing the state's participation form. Councilmember Del Treadway moved approval; the motion carried. Havela noted additional settlement participation items are expected as other agreements are finalized by the attorney general’s office.
Staff will complete the participation paperwork and return funding allocations to the council or appropriate departments for use consistent with the settlement terms and state guidance.
