Council approves interlocal agreement to join TexBuy cooperative purchasing program

The Copperas Cove City Council on Aug. 5 approved Resolution No. 2025‑15 authorizing the city manager to enter into an interlocal agreement with Region 16 Education Service Center to participate in the TexBuy statewide cooperative purchasing program.
Assistant Finance Director Stephanie Popman told council the city already participates in several cooperative purchasing contracts and that joining TexBuy expands access to competitively bid contracts without additional membership fees. Popman cited Local Government Code, Chapter 252, which allows local governments to purchase under cooperative contracts that satisfy competitive-bid requirements. She said the program increases the pool of vendors and pre-bid contract terms available to the city.
Councilmember Fania Hart moved adoption of the resolution; council voted in favor. Staff said there is no cost to join and that participating departments may use TexBuy contracts where appropriate as a procurement tool consistent with city purchasing rules.
