Council awards Municipal Court renovation contract to Texas Home Pro LLC for $271,289.35

The Copperas Cove City Council authorized the city manager on Aug. 5 to execute a construction agreement with Texas Home Pro LLC in the amount of $271,289.35 for renovation of the Municipal Court building.

Park Superintendent James Neely told council staff published bid number 20251141 and received four bids. One bidder was disqualified for failing to provide a required bid bond. The apparent low responsive bidder, Texas Home Pro LLC, submitted a base bid plus accepted alternates (exterior paint, roof coating, gutter replacement, exterior doors and steps) that produced the recommended contract total. Staff recommended awarding the contract to Texas Home Pro LLC based on the bid review and responsiveness checks.

Council discussed a line-item difference questioned by a councilmember concerning the gutter replacement price; a representative for Texas Home Pro explained the company does a high volume of gutter and roofing work and obtains favorable material pricing that helps explain the lower gutter line-item cost. Councilmember Sean Alzona moved to authorize the agreement; the motion carried on a council vote.

Staff said phases 1 and 2 of the renovation were already completed, excluding carpet and flooring, and that this contract completes remaining work described in the bid documents. The city will execute the contract, and Texas Home Pro will proceed with the agreed scope per the construction agreement.

No additional budgetary authorizations were requested at the meeting; council approved the award based on the submitted bids and staff recommendation.
