Council approves 146-lot Nicolay Drive subdivision; planning commission signage correction noted

The Green Bay Common Council on Aug. 5 approved a planned-unit development to subdivide property at 2958 Nicolay Drive and nearby parcels into approximately 146 single‑family lots, after a public-notice period and brief Q&A.

Alder Grant, who moved to open the floor for the developer and then to approve the project, said most residents she spoke with recognized the project’s attributes: owner‑occupied, single‑story homes and lot sizes that, while narrower in width, were not smaller in total area. The developer told council that narrower lots can reduce utility costs and were necessary for the project to be economically viable; the council record shows the developer said that a standard 75-foot lot width would have been a make-or-break condition for the project.

Alder Grant and others emphasized that although lot widths were reduced, the typical lot area equals roughly a quarter‑acre, which is consistent with many city lots. Alder Prophet raised a separate concern about signage language in the packet: planning commission minutes recommended two signs per entrance for certain access points, but the council packet listed only one due to a scrivener’s error. Director Richard Wake confirmed the planning commission had approved two signs and staff said the packet would be corrected.

The council voted to approve the PUD; staff and the developer will coordinate final plat details, signage language and any remaining administrative approvals.
