Ben Overson, Safety and Risk Management Specialist and Underwriting Analyst with Cities and Villages Mutual Insurance Company (CIVMIC), told the board that CIVMIC insures villages across Wisconsin and now covers 57 municipal members. He reviewed services available to Cottage Grove as a member, including on-site safety and HR trainings, webinars and a streaming video library, a risk reimbursement program that can reimburse half of qualified safety-related purchases (example cited: spend $10,000, receive $5,000 back), NeoGov hiring/onboarding software available at no cost, cyber security assessments and a critical-incident response program that can coordinate mental-health, media relations and legal support.
Overson said CIVMIC handles claims adjustment in-house and maintains a service team dedicated to municipal safety, HR and law-enforcement topics. CIVMIC also awards a member innovation award (staff cited a $2,000 award that would be added to a member’s risk-reimbursement pool), and staff noted that CIVMIC has historically returned dividends to members for liability and workers’ compensation lines.
Village staff confirmed the transition from the League of Municipalities to CIVMIC in 2024 and noted cost benefits including cyber insurance coverage and access to NeoGov. Trustees asked whether training and emergency-response-plan review would be available to elected officials; Ben said yes, and staff offered to set up access to online training modules, including the CIVMIC “Learn” platform.
No formal action was required; trustees thanked CIVMIC for the presentation and directed staff on follow-up questions about accessing specific training and potential use of the risk-reimbursement program for ADA improvements and security camera purchases already submitted.
