Neighbors oppose Rowland mechanic shop; planning commission declines to recommend approval

The Pennsylvania County Planning Commission on Aug. 5 declined to recommend approval of Robert and Trinity Rowland’s special-use permit request to operate a public garage/mechanic shop on a 6.19-acre parcel on State Road 57/Halifax Road. The motion to recommend approval failed 2–4 after sustained public opposition stressing neighborhood character and precedent concerns.
Multiple neighbors and nearby residents spoke against the proposal during a public hearing. Tonya Reynolds said the area is a "peaceful rural part of Virginia surrounded by farmland, family homes, and natural beauty" and urged denial, saying "Even 1 exception creates precedent." Sally Linthicum, who identified herself as an owner of land below the track, said the area is an "old established residential area" and is "no place for any business." Resident Jerry Oakes said the corridor is "all agricultural. It's all residential for miles" and urged the commission to preserve that character.
Applicant Robert Rowland said the shop would be set back from the road, "small," and that he would be the only person operating it. He said he had contacted VDOT, which told him the driveway and expected traffic were acceptable for the driveway size. Rowland offered a map showing the building location and said the shop would be approximately 30 by 50 feet and largely out of view from the highway.
Commissioners cited community character and precedent concerns during deliberations. Commissioner Henderson moved to recommend approval; Commissioner Oakes seconded. The motion failed 2 in favor, 4 against. The commission’s action means the matter will be forwarded without a positive recommendation; the Board of Zoning Appeals will make the final determination.
