Commission approves VSO claims software renewal subject to county attorney sign-off

Richard, the Veterans Service Officer, said the renewal increases licenses to three — “Indiana VA pays for 1 of them. We pay for the other 2 out of our budget.” He said the office needs the software but could not sign the MOU the vendor provided.
Marvin, county attorney, said the vendor had changed ownership and the renewal is effectively an assignment of the prior contract plus an extension. He reported he had asked the sales representative whether contract language was negotiable and had not yet received a clear response. Marvin recommended approving the agreement “subject to final approval of the county attorney and authorize the president to sign the agreement when that approval is available” so the county can proceed once negotiations conclude.
A commissioner moved and the motion, as stated, passed. The transcript records no roll-call tally. The VSO said the cost is budgeted and that Indiana VA pays for one license.
