Resident complains of extended parking disruption during curb replacement; manager says work is sequential

A resident complained Aug. 4 that curb replacement work in Trustee Lisa Levy’s ward has left residents without on-street parking because construction crews staged work on both sides of neighborhood streets before completing one side.
Robert Serb, who said he has lived in Skokie 13 years, described curb removal and saw cutting on the east and then the west sides of streets such as Kimbell and Madison, leaving no available parking and forcing residents to find parking elsewhere. He asked the village to consider completing one side before starting the other to avoid prolonged displacement.
Village Manager John Lockerbie responded that crews concentrate work in one area to achieve economies of scale, describing the process as sequential: crews cut and remove curbs across the project area, then return to set forms and pour concrete. He said staff appreciated the feedback about resident impacts and would look for ways to improve staging and parking availability while completing the project.
No formal board action was taken; the remarks were recorded as public comment and the manager’s explanation was given as an operational response.
