Skokie board remands 7952 Lincoln Avenue plan cases back to plan commission for further review

The Skokie Village Board voted Aug. 4 to remand two plan commission cases involving 7952 Lincoln Avenue to the plan commission for further review and clarification.
Mayor Ann Tennis and Chairperson Paul Luke told trustees the cases had been submitted to the board earlier and were removed from a prior agenda so staff could clarify outstanding issues. Village staff and the petitioner subsequently exchanged new drawings and met by Zoom, which prompted staff to seek further analysis of how a subsequent subdivision could affect the planned-unit development (PUD) and a requested proportionate exception for the Action Behavioral Center portion of the proposal.
Chair Paul Luke and Village Manager John Lockerbie said many questions remain and that staff and the plan commission should review additional information before the board considers the cases again. Trustee Keith Robinson and Trustee Iverson expressed appreciation for staff work and urged continued engagement to address outstanding concerns.
Attorney Tyler Manek, representing the applicant Paul Liangas, said the project team has worked on the plan since May 2024 and is prepared to address comments at the plan commission. The board voted to remand the cases to the plan commission. Trustee Robinson moved the remand; Trustee Schechter seconded. The clerk called the roll and recorded ayes; the motion passed.
The remand directs staff and the plan commission to review the effects of any subsequent subdivision on the PUD and the proportionate exception and to consider any additional or modified conditions staff or the commission deems appropriate before the board acts again.
