Troy to open Low-Head Dam gates and relocate mussels ahead of 2026 dam removal

The City of Troy will open the Low-Head Dam gates for about one week beginning next week so contractors can relocate freshwater mussels as required by federal law, Director of Public Service and Safety Titterington (Mr. Titterington) told council on Aug. 4. The work is an early step in the LoDAM removal project; the dam will remain open for the duration of pre-removal activities and until the planned removal in 2026.
“According to federal law, [the mussels] must be relocated,” Titterington said at the meeting, noting the city had completed a mussel survey that identified the species and triggered the relocation requirement. He said the relocation process is a regulatory prerequisite to further removal work and that the city will issue a public information release explaining timing and details.
Titterington said the city expects to publish a comprehensive press release before the work begins and noted weather permitting conditions for the one-week gate opening. He also described the dam opening as an early step ahead of a planned removal in 2026 and said staff will monitor the work and keep the public informed about schedule changes.
