City staff read the items into the record and explained how residents could participate. “If you would like to speak on the 1 I just read, please step to the podium and state your name and address, and you have 3 minutes to speak. There is a a light system out there that'll tell you, when your when your time is winding down,” the staff member said. Planning Commission records were cited in both items: the Planning Commission recommended approval of each request by a vote of 8–0 at its June 24, 2025, meeting (order numbers 257234 and 257235).
No members of the public stepped forward to speak on either item. After the staff member closed the public hearing, the council attempted a roll call but found it did not have sufficient members present to conduct business. “Since we don't have a quorum, we can't take action tonight. So, this meeting is adjourned,” the staff member said.
Because the council adjourned for lack of a quorum, no council votes, motions, or formal directions were recorded on either the future land use amendment or the rezoning request. The Planning Commission recommendations and the order numbers cited remain part of the public record and were read into the council record during the public-hearing portion of the meeting.
