Troy council amends streetscape contract, removes Prouty Plaza water feature

Troy City Council on Aug. 4 adopted Resolution R402025, authorizing the director of public service and safety to amend a professional services agreement with LJB Inc. of Miamisburg to add the Prouty Plaza design and adding $165,493 to the design cost. Council also acknowledged receipt of a revised amendment that removes the previously proposed water feature from the Prouty Plaza plans and specifications.

Missus Knight read the resolution into the record; the resolution declared an emergency as part of the action. Council briefly debated and then voted to acknowledge staff’s memo and the revised amendment removing references to a water feature from the specifications; during the acknowledgment vote Council Member Schilling said, “I have to abstain. I can't approve something I didn't get in reading.” He abstained on the acknowledgment motion but later voted in favor of the resolution.

Council then voted to approve Resolution R402025. The amendment cited LJB Inc. and PODS representatives as having initialed changes that removed four references to the water feature from the design specifications. The recorded action adds $165,493 to the design contract to incorporate the Prouty Plaza design into the downtown streetscape project.

The resolution and the supporting materials presented at the meeting did not include a detailed construction cost estimate or schedule for Prouty Plaza work; council directed staff to proceed with the design amendment and implement the change reflected in the revised specifications.

Citizen comments later in the meeting included thanks from Bradley Beringer for removing the water feature. No further council action on Prouty Plaza design was taken beyond adopting the resolution and acknowledging the specification change.
