Planning staff to place minor 2025 zoning code cleanup amendments on Sept. 2 consent agenda

Planning Manager Jeff Churchill briefed the committee on the 2025 annual code cleanup package, which staff described as a set of minor amendments to correct errors, remove conflicts and clarify ambiguous zoning code language. Churchill said this package is not the substantive design standards or legislation required by state law; those substantive items are being handled separately.
The cleanup package includes three items: clarification on when off‑street minimum parking requirements are triggered for properties with existing nonconforming parking; adding a definition for "culvert"; and correcting an error in a procedures chapter table related to public hearing requirements for Type 5 permit applications. Churchill said the Planning Commission recommended approval of the amendments at its June 11 meeting and that the draft ordinance and recommendation are included in the packet.
Staff requested placement of the code cleanup ordinance on the Sept. 2 consent agenda. No committee member objected.
