The Fall River Conservation Commission voted on Aug. 4 to issue a certificate of compliance to New England Power Company for a substation built off Bell Rock Road, concluding that as‑built work and required wetland mitigation met the commission’s conditions.
Conservation staff reviewed as‑built plans, site visits and monitoring reports for a wetland replication area created in 2022 as mitigation for prior wetland fill associated with the substation project. Staff reported the created wetland showed hydric soils, wetland vegetation and a hydraulic connection to adjacent wetland, and exceeded the 75% success threshold used by the commission; an internal figure cited 76.43% satisfactory cover.
A conservation staff member said the planning department’s comments on as‑built plans were addressed and that the project received a certificate of occupancy for the new building within the substation property. The commission then voted to issue the certificate of compliance.
The certificate closes the monitoring requirement tied to the order of conditions; staff will file the certificate in the commission record. The commission’s action does not affect any separate permits required by other state or federal agencies.
