Roundhouse restoration RFQ to proceed; committee refers project to ad hoc for community input

Staff described the procurement steps: the RFQ (request for qualifications) for an architect will ask firms to submit qualifications and rough price information; an architect will be selected on qualifications and then a design proposal will go to bid. "RFQ stands for request for qualifications, not a quote, for qualifications for an architect, meaning the architect is going to submit their qualifications project they work on as well as an estimated rough price," a staff member explained.
Staff also reported preparatory work already completed: an outside firm had provided an initial condition assessment and demolition test work and recommended a not‑to‑exceed allowance that kept estimates below the project budget in worst‑case scenarios. Committee members recommended moving community input and finishing‑stage decisions to an ad hoc group of commissioners, citizens and historical‑society representatives; the committee approved removing the item from the general‑operations agenda and referring it to the roundhouse ad hoc committee.
Why it matters: the structure is historic and community stakeholders requested sustained input on finishes and interpretation. By moving the work to an ad hoc committee, the county intends to allow monthly, free‑form meetings with citizens and historical groups while the RFQ and later the RFP proceed.
What’s next: the RFQ will be posted (staff said it would open on Monday, Aug. 20). The ad hoc committee will convene as RFQ responses arrive and will review design teams and community engagement approaches before the county issues a construction RFP.
