Board members debate how to handle code-of-ethics and professional-standards item added to agenda

Board member Pat Bradford moved to add a discussion of the board code of ethics and professional standards to the board’s agenda. The board debated the proper placement — as New Business (allowing a vote) or as Information (discussion only) — and voted to place the item under Information after an amendment by Dr. Tim Merrick. Both the amendment and the motion to add the item to the agenda passed by roll call, 7–0.

Later in the meeting the board held an extended conversation about adherence to Policy 2120 (Code of Ethics) and a supplemental “board norms” document that members have signed. Bradford said board members must re-familiarize themselves with the code and asked whether there are accountability measures when members disclose protected information or fail to follow meeting procedures.

Several board members acknowledged mistakes and urged private follow-up conversations instead of public rebukes. Board Chair Judy Justice read sections of the board norms and Policy 2210 (Duties of the Chairperson) to remind members of expectations for meeting order, decorum and the chair’s authority to preserve order and rule motions in or out of order. Board member David Perry emphasized members’ free-speech rights and warned against micromanaging individual comments; other members said that repeated breaches of norms can damage the district’s reputation and hamper operations.

No formal sanctions or code revisions were adopted at the meeting; members discussed referring the issue to a committee or to policy review for possible language changes and process clarifications.
