Resident urges council to note video availability and technical failures in approved minutes

Daniel Rapp, a resident of Lawrence, told the Common Council during the Aug. 4 citizens' comment period that the July 7 meeting video had failed to record properly on the city web page and asked that the council note video availability (or technical failures) in the official minutes.

Daniel Rapp said he reviewed the minutes posted online for July and saw a statement about verbatim and summary information but that the video for the July meeting was not available. He told the council, "Why isn't the video of the meeting also referenced within the minutes?" and asked that the minutes indicate if a technical failure had prevented posting so that the public would be aware.

Rapp said the city web page displayed a "technical difficulty failed to record" message for the YouTube video and he recommended putting a note under the minutes' signatures indicating whether the meeting video is available and, if not, why. He asked that the city ensure future minutes reference the availability of the meeting video or state any technical issues.

Council members did not take formal action on the request during the Aug. 4 meeting; the council president closed the public comment period after Rapp's remarks.
