County accepts Tampa Road resurfacing project; IRI score improves from poor to good

The Black Hawk County Board of Supervisors on Aug. 5 accepted final completion of a resurfacing project on Tampa Road, authorized release of retainage and directed final payment of $30,000.
County engineers told supervisors the project rehabilitated about 4.7 miles of roadway between Geyser Road and the La Porte City limits, where the pavement had last received substantial work in 1995 and had an International Roughness Index (IRI) value of 169 inches per mile in 2022, classified as "poor" by federal and state standards. The accepted work included a 3-inch cold-in-place recycle followed by a 3.5-inch total hot mix asphalt overlay (2-inch intermediate lift and 1.5-inch surface lift). Engineers said the final IRI measured 28, rated "good."
The presenter explained the cold-in-place recycle process: existing asphalt was milled to approximately 3 inches, mixed with rejuvenator and binder, then repaved and compacted; the technique is intended to reduce bottom-up cracking and extend pavement life. Staff estimated such recycling could extend pavement life by roughly 5 to 10 years depending on traffic and climate, though they cautioned it is not expected to double pavement life.
The board was told the contractor completed the work in 26 working days and no liquidated damages were assessed. The county engineer recommended accepting the project as meeting plans and specifications and releasing the retainage. The board approved the resolution by roll call vote.
