Council approves environmental studies and design work for West Main Street parking and redevelopment

The Statesboro mayor and city council on Aug. 5 approved a task order and a design contract related to West Main Street work, including a $39,500 task order for Atlas Technical Consultants to perform Phase I (and where needed Phase II) environmental site assessments and a design agreement with Cranston LLC to design a new 34-space city parking lot at 45 West Main Street.
City staff said the environmental work covers about three or four properties tied to the West Main, Johnson Street and MLK Drive intersection project; the studies are necessary because those parcels were not included in the original contract. The work will be funded from TSPLOST (transportation special local option sales tax) funds allocated to the project, staff said.
Mr. Penn, staff member, told council that the phase I and II studies were not included in the original contract and recommended the change order so the properties could be evaluated before demolition or redevelopment. "We do recommend this change order in order to have these phase 1 and phase 2 studies done," Mr. Penn said.
Separately, staff said the new parking lot, to be designed by Cranston LLC, will yield approximately 34 parking spaces to offset temporary displacement of on-street parking during streetscape construction. The council discussed environmental design options: Council member Kent noted the possibility of permeable parking and other measures to reduce runoff and make the lot more environmentally friendly.
Formal actions recorded in the transcript include approval of the $39,500 task order for environmental assessment and approval of the design contract for the parking lot. Staff said the lot design will proceed and the overall West Main Streetscape project will displace roughly 33-to-34 on-street spaces while construction occurs.
Staff also cautioned that while the parcel will be a parking lot in the short term, future private downtown development could lead the city to reconsider using the property for a building instead of parking.
