Committee recommends borrowing option for Memorial Park Drive; debates long-running park parking-lot backlog

The Capital Improvement Program Committee recommended that Memorial Park Drive and lot pavement work be considered for debt financing after members concluded patching might not be durable for a severely sloped access road. Why it matters: Memorial Park Drive is the primary access route to multiple city recreation facilities; if drainage or subsurface slope failures occur, temporary patches may not hold and the park could be closed until repairs are completed. Debt financing would allow the city to fund reconstruction rather than repeated short-term repairs.
Committee members debated whether other park parking lots — Riverside Park and Sylvan Hill — should be funded in 2026 or deferred. Jamie (parks staff) told the committee Riverside has “big holes” and is more hazardous; Sylvan is “deteriorated” and largely gravel but flatter. Riverside was ranked critical; Sylvan was ranked high and has been on the CIP list for multiple cycles. The committee considered cost-saving options including using in-house crews and equipment for smaller parking-lot overlays rather than contracting the work, noting material costs would remain but contractor labor could be avoided. Members discussed phasing work across years and adding hot-mix paving funding into operating or capital budgets so in-house crews could take on projects as schedules allow.
The committee also discussed consolidating park lot projects to realize scale savings if bids were bundled, but DPW staff told the group that any cost savings could not be guaranteed. Athletic Park parking is TID-funded and treated separately from levy-funded parking projects.
The committee left Sylvan off the 2026 levy-funded list because of constrained funds; members said Riverside would be the preferred swap if a large project (solar array) needed to be deferred. The committee asked staff to develop in-house cost estimates for paving materials and to consider a facilities maintenance plan that would include parking-lot lifecycles.
