Public commenters urge fixes to jail IT, release processes and transparency on marshal arrests

During the public-comment period on Aug. 5 several speakers raised concerns about county jail information systems, public records access and the county marshal service. Paula Keith, speaking for the Dallas Peace and Justice Center, urged an "Apollo"-scale effort to fix an IT disconnect between jail and court systems that she said has left detainees held too long; she said lawsuits and large settlements have followed earlier failures. Michael Whittington described an eight-month effort to obtain arrest reports from the Dallas County marshal service and said the Office of the Attorney General had instructed the county to provide records; Whittington said the DA—s office had told the AG it would release the records but that release had not occurred as of the briefing. Other public speakers described individual probate and civil-records disputes and urged the court to respond to alleged record destruction and complex case problems. Commissioners said they heard the concerns and directed staff to follow up; the court then recessed to a posted closed session. The court did not take a formal vote on public-records procedures at the open meeting.
