Public Works Director Marty Martin said the work will replace 66 linear feet of failing 84‑inch corrugated metal pipe with reinforced concrete pipe, reconstruct cast‑in‑place concrete headwalls, and remove and replace smaller corrugated pipes with reinforced concrete pipe. The city advertised the work and received three responsive bids; TriScapes was the low responsive bidder at about $1,100,106.99. The city’s engineer estimate had been about $705,294; staff said all three bids clustered close together and contractors familiar with local stormwater work supported awarding to a qualified bidder.
Martin said the contractor estimates a 90‑day construction duration; staff implemented interim safety measures including steel plates and monitoring as the site was stabilized. Council discussed scope elements such as curb and gutter and confirmed that private entrance pillars are not part of the city’s scope to restore because they are privately owned.
Motion and vote: Councilmember (and mover) Dr. Kelly moved approval; the motion was seconded and approved by voice vote.
Next steps: City staff will execute the contract with TriScapes and schedule construction, with public notifications to affected property owners for the anticipated 90‑day repair window.
